We are a statutory body corporate with perpetual succession and a common seal established by an Act of the Ghanaian Parliament, the Energy Commission Act, 1997 (Act 541). The Commission may sue and be sued in its corporate name. The Energy Commission consists of seven Commissioners appointed by the President of Ghana acting in consultation with the Council of State of the Republic. In making the appointments, the President takes into consideration the knowledge, expertise and experience of the persons so appointed and in particular, their knowledge in matters relevant to the functions of the Energy Commission.

The Energy Commission seeks a results-oriented individual for the position of Head, Technical Regulations.
Job Purpose:
The job holder will assist the Director, Technical Regulation to prescribe, enforce regulations governing the operations of electricity and natural gas service providers.
Key Responsibilities:
- Manage the day to day activities of the Office of Technical Regulations, and all staff working within the division
- Develop short-to-medium term (3-year-rolling) portfolio of activities to be rolled out, with respect to achieving the strategic goals of the Division
- Receive and assess applications for the granting of licences and permits to operators and bulk customers in the electricity and natural gas industry
- Maintain a register of operators in the electricity and natural gas industry
- Develop and implement strategies and systems for regulating the electricity and natural gas industry, including monitoring and evaluation
- Prepare periodic Regulatory Performance Reports of all operators in the electricity and natural gas industry for both Management and the Board, on a frequency determined by the Director OTR and REP/EEP
- Assist in organising quarterly Stakeholders' Consultation Meetings to discuss Quality of Service Reports
- Review existing legislative instruments, rules and regulations governing the operations of the electricity and natural gas markets and make recommendations for revisions or new legislations or rules;
- Assist in the preparation of Policy Review Papers on issues relating to regulation of the electricity and natural gas industry
- Recommend strategies and plans to attract private investment and competition into the power and natural gas sectors
- Any other tasks assigned by the Director OTR and PRE/EE
Required Skills or Experience
- A Bachelor's degree in Engineering (Chemical, Mechanical, Electrical or related field)
- A Master's Degree or Doctorate in Engineering Business or related qualification with five (5) years post-qualification experience in the energy sector, three (3) of which must be in a Management position
- Electricity or natural gas utility experience is an advantage
Competencies:
- High computer proficiency with ability to type own documents
- Knowledge in research and analytical techniques
- Knowledge in Project Management and Evaluation
- Good knowledge of the role of other regulators in the energy sector
- Competencies in report writing and presentation
- Ability to work with little or no supervision
- Team player and good interpersonal relations
- Ability to travel and work in remote areas of Ghana
- Self-motivated and proactive
