Job Description

The Data Manager will aid the Director of RM&E in guiding the overall strategic information and M&E strategy and effective functioning of the national HIV and AIDS M&E system. In close collaboration with relevant divisions and partners, the Data Manager will design, develop, and manage national and sub-national HIV and AIDS databases as well as assure quality of the data set for the Ghana AIDS Commission.

Objective of Position:
To provide technical leadership in the coordination and management of all HIV & AIDS data and manage the HIV information system for the national response.

Duties and Responsibilities:
a) Planning:

  1. Plans all routine data activities on an annual basis
  2. Provides inputs into RM&E's annual work plan
  3. Develop guidelines and procedures for data collection and management
  4. Provide inputs into the preparation of the national operational plans and status reports

b) Coordination:

  1. Coordinate data capturing and reporting on the multi-sectoral response in line with the National HIV and AIDS strategic information and M&E Plan to meet local and international reporting obligations
  2. Provide support to regional and district AIDS Committees in the operationalisation of sub-national databases
  3. Provide data and information to programme staff, management, consultants, partners and other stakeholders as per instruction from management
  4. Design and prepare reports based on management requirements
  5. Maintain hardware to perform to the required standards
  6. Support programme staff of implementing partners to populate the databases with datasets on regular basis

c) Supervision:

  1. Supervise staff in the routine data management unit
  2. Coordinate the development of supportive supervision and data management guidelines for all routine HIV data collected at the community level

d) General:

  1. Support the M&E efforts through seamless management and analysis of data and relevant indicators
  2. Produce quarterly analysis of data and relevant indicators and present to management for informed decision making
  3. Support national teams in setting up suitable data management systems for surveys, routine data, and reporting
  4. Lead the data management team to oversee the development of an electronic M&E database system for implementing partners and support them to use the system to capture M&E data
  5. Train staff as needed on the use of the data management system
  6. Assure the protection of the systems and M&E data by performing appropriate backup in accordance with the Commission's backup procedures
  7. Ensure the reliability and completeness of data being entered onto the database systems and maintain accurate and up-to-data
  8. Lead the data management team in the development of new methods for capturing, entering, validating or manipulating data
  9. Collaborate with the Data Quality Assurance Manager to support implementing partners to establish and use data quality assurance systems for the data capturing systems
  10. Assist implementing partners in technical reporting to the Ghana AIDS Commission, and in dissemination of results to wider audiences
  11. Undertake periodic review of the data management systems of implementing partners and databases and identify the key performance questions and parameters for maintaining quality and efficient data systems and support them to implement required changes
  12. Contribute to the timely production of information products such as an annual M&E report on projects/grants managed by the GAC as well as bulletins and special reports
  13. Contribute to the development and implementation of the data use dissemination plan
  14. Perform other duties from time to time as required by the department or the comm

Remuneration: Attractive

Required Skills or Experience

  1. First degree in Statistics, Computer Science, Informatics or Development Studies with 10 years experience, or
  2. Post-graduate degree majoring in Public Health or related field with at least 5 years data management experience

Competencies and skills:

  1. Excellent experience with database development, management, and standardization of reporting formats
  2. Experience working with both quantitative and qualitative research
  3. Good organizational skills to support documentation, reporting of data, and dissemination of information
  4. Data analysis and report writing skill
  5. Working knowledge of various statistical programmes (STATA, SPSS, Epi Info, etc)
  6. Ability to work independently as well as collaboratively on a team
  7. At least 3 years relevant HIV & AIDS experience in the public or civil society sectors at a national level
  8. Excellent written and verbal communication skills
  9. Strong commitment to HIV & AIDS and health systems strengthening
  10. Well-developed conceptual and systems building skills
  11. Analytical skills
