SNV-Ghana is a Dutch development organisation that aims to strengthen the capacity of Ghanaian organisations to improve access to basic services and income and employment for the poor. 

SNV is now implementing the High Impact Tourism Training for Jobs & Income (HITT) through the European Commission (EC) funded programme, Developing Technical and Vocational Education and Training (TVET) Methodologies and Services for the Informal Economy.

HITT aims to contribute to sustainable, scalable, pro-poor economic growth in Ghana as well as six other countries through the development and implementation of an integrated, market-driven tourism Technical Vocational Education and Training (TVET) system targeting the informal economy.  

More specifically, the HITT programme aims to expand access for disadvantaged groups (in particular women, youth, under skilled and semi-skilled) to practical and market-oriented vocational training and facilitate direct links with the tourism industry to maximise opportunities for production, income and employment for participants.

SNV is implementing the HITT Programme in Ghana in partnership with the Opportunities Industrialization Centre, Ghana (OICG) 

Location:  Accra with frequent travels to other regions

Objectives of the assignment:

  • Lead the HITT project team in Ghana to meet impact target including providing strategic direction in programme design and implementation, developing detailed implementation plans, day-to-day management and mentoring SNV and partner staff
  • Lead the development of curriculum, training material and approaches and the delivery and monitoring of Train the Trainer & Training of Beneficiaries for targeted occupations in Ghana
  • Identify synergies and develop strategic partnerships with government TVET institutions, training providers, development organizations, and the private sector to ensure additional funding for the implementation of trainings and that HITT training is implemented effectively and sustainable beyond the life of the project
  • Identify and document best practices, innovations and lessons learned from piloting the HITT learning and curriculum development approach in Ghana
  • Support HITT implementation globally through sharing best practise from HITT Ghana, inputting into the HITT learning, curriculum and enabling environment global approach
  • Raise the profile of  the HITT initiative in Ghana through public relations activities
  • Manage the HITT budget and fulfil SNV and EC reporting requirements to a high level

Required Skills or Experience

Consultant Qualifications

  • In-depth understanding of the tourism and hospitality sector of Ghana
  • In-depth understanding of the TVET sector of Ghana and existing supply of TVET for the tourism sector
  • Proven track record of developing tourism curriculum and training material and designing and implementing trainings (Training of Trainer and end beneficiaries)
  • Proven track record engaging and developing strategic partnerships with the private sector
  • Practical experience and demonstrated knowledge on designing, developing, implementing and evaluating TVET programmes for the informal sector 
  • Demonstrated experience in managing the implementation and monitoring of donor funded projects
  • Masters degree in hospitality and tourism, human resource development or other relevant field of study
  • Excellent written and spoken English skills and sound report writing skills

Timelines and contract term
A National Associate Advisor Contract of approximately 93 days will be offered from 06 August 2012 to 31 January 2013 – with possibilities of extension until January 2014 for approximately 96 days.

The selected candidate should be ready to start work on September 3, 2012.

Job Description

Major Duties and Responsibilities:

  1. In collaboration with the National Programme Officer, coordinate and monitor the implementation of nutrition based assistance to beneficiaries in the 3 Northern Regions of Ghana;
  2. Assist in liaising with regional directorates of the relevant Government Ministries and Departments in discussing implementation modalities of Programme within the assistance framework;
  3. Facilitate the conduct of regular meetings and periodic stakeholder reviews of implementing partners on nutrition support to vulnerable groups and income generating activities (IGAs) for beneficiary groups;
  4. Assist in the preparation of nutrition related documents/guidelines using WFP's approved protocols including drafting of proposals and MOUs;
  5. Assist in the implementation of the action plan, review achievements and constraints and provide appropriate and timely feed backs to the Sub/Country Office;
  6. Report periodically to WFP Sub/Country Office on relevant issues regarding food movements, food distributions and reporting;
  7. Prepare periodically to WFP Sub/Country Office on relevant issues regarding food movements, food distributions and reporting;
  8. Assist in the conducting capacity building training of field staff and government counterparts on nutrition related activities, as necessary;
  9. Maintain accurate records and files on Programmes and activities;
  10. Organize and coordinate periodic nutrition based surveys on WFP Programmes including periodic nutrition data and analysis for FSNMS;
  11. Work closely with procurement unit in initiating purchase requests for needed items and logistics for the responsible activities;
  12. Liaise with other units to resolve issues and clarify or obtain additional information;
  13. Perform any other duties as assigned by the supervisor

Required Skills or Experience

Minimum Qualification
Knowledge, Skills and Experience:

  1. Secondary School Education preferably supplemented by courses in a field related to WFP Programmatic activities
  2. At four (4) years of relevant and demonstrated professional work experience in the field of statistics or another related field. At least one year at a G4 level or equivalent
  3. Excellent knowledge of computer software
  4. Knowledge of Epi info, ENA, SPSS and/or STATS is an advantage 

Languages: Fluency in both written and oral English

Job Title: Consultant/Monitoring and Evaluation Specialist Research, Statistics, Information Management Systems Division

Scope of Services:
The Scope of Services is to be the Monitoring and Evaluation (M&E) Specialist Research, Statistics and Information Management Systems, at the Public Sector Reform Secretariat, Office of the President.

The M&E Specialist will be directly responsible to the Coordinator/Research, Statistics, Information Management Systems, at the Public Sector Reform Secretariat.

Terms of Reference:
  • Develop and implement frameworks (evaluation tools and processes) for tracking and monitoring progress on the implementation of public sector reform programs that are consistent with guidelines and procedures for monitoring and evaluating IDA/donor-funded projects
  • Provide technical advice at the design stage of new or reviews of programs or projects
  • Set up a framework with defined indicators to ensure that the appropriate assessments and/or evaluations are conducted
  • Evaluate the performance of MDAs/IAs in the reform programmes
  • Prepare reports required by donors in their support for of public sector reforms
  • Provide technical backstopping to reform environments in the area of developing and refining useful and relevant methodologies for program and project monitoring and evaluation
  • Maintain close liaison with IAs in the reform portfolio
  • Conduct annual public sector performance review workshops
  • Prepare monthly M&E reports for all planned activities and other reports required by donors in their support for of public sector reforms
  • Manage evaluation briefings and reviews of evaluation reports
  • Provide input into the reporting and follow-up on implementation of evaluation recommendations by analysing evaluation findings for applicability to future program and project design, project management and measurement of donor-funding impact, and ensure these findings are effectively communicated
  • Verify performance of public sector reform initiatives and prepare annual progress report on public sector reforms

Required Skills or Experience
Education:
  • Advanced University Degree in Monitoring and Evaluation, Economics, Social Sciences or related field 
Competencies:
  • Excellent knowledge and understanding of monitoring and evaluation methods, standards and practices especially in program design and implementation

  • Strong analytical and excellent written and oral communication skills that indicate ability to analyze and present complex data sets for policy decision making

Experience:
