The International Maritime Organization (IMO) recruits for Regional Coordinator


The International Maritime Organization (IMO) seeks Regional Coordinator. With headquarter in London and as a specialised agency of the United Nations, we take global responsibility for the technical regulation of maritime transport. The Organisation also provides machinery for co-operation among Governments. The Council of IMO approved the establishment of a scheme for the promotion of IMO's Regional Presence in selected developing regions ( with priority in Africa), as a strategy of facilitating IMP's input into national and regional development policies and providing active field-level participation in the development and execution of IMO's Integrated Technical Co-operation Programme. The Government of Ghana UNDP have offered to support the creation and operations of IMO's regional presence of West and Central Africa sub region. The Regional Coordinator who will be located within the UNDP offices in Accra shall be responsible for the IMO Regional Presence Office.

Job Description

The incumbent will report to the Geographical Focal Point (GFP) under the immediate supervision of the Director, Technical Co-operation Division and will undertake any duties assigned to him/her in connection with IMO's Integrated Technical Co-operation Programme (ITCP). This will include:

·         To identify maritime needs and priorities in conjunction with the relevant countries, institutions or networks for subsequent review and consideration by the GFP for integration into the ITCP

·         To plan, co-ordinate and ensure the delivery of IMO's integrated programmes of technical assistance in the sub-region under the direct supervision of the GFP

·          To co-operate in capacity building programmes so as to achieve national/sub-regional execution of projects in the maritime sector

·          To promote IMO's technical competence, experience and comparative advantage during the formulation of Country Strategy Notes and country programmes sponsored by the UNDP or other bilateral and multilateral donors

·         To assist in identifying potential funding sources at bilateral and multilateral levels

·         To identify and establish good working relationships with key organization and individuals to the sub-region that deal with IMO and other maritime matters

·         To represent the Organization as directed, at national, sub-regional and international meetings and conferences, to advice on relevant aspects of the work of IMO and of IMO's Integrated Technical Cooperation Programme

·         To provide information for inclusion in documents on matters related to technical cooperation for presentation to the Assembly, Council, Technical Cooperation Committee, Economics Commissions, Donor meetings

·         To report on a regular basis to the GFP, including submission of quarterly progress reports

·          To undertake any other tasks assigned either by the Director, TCD or the GFP

Commencement of Duties: 1 August, 2012

 

Required Skills or Experience

Candidates for nomination for consideration as IMO Regional Presence Co-ordinator(s) should have:

·         University degree or equivalent academic qualification in the maritime field and/or in the area of international development

·         At least 10 years professional experience in the maritime field

·         Wide knowledge of IMP's regulatory framework and its technical assistance programmes

·         An understanding of the challenges faced by developing countries in the implementation of IMO instruments and in the establishment, functioning and development of efficient maritime administrations, shipping and port services, marine pollution prevention and response, millennium development goals (MDGs), Sustainable Maritime Development

·          Demonstrated experience in project/programme implementation in developing countries;
 Complete proficiency in English, including excellent drafting, presentation and communication skills7

·          A pragmatic attitude and sensitivity to the sub region's cultural and other characteristics

·          Thoroughness and excellent attention to detail in all responsibilities, ensuring consistency in delivery and implementation

·          Build and maintains effective working relationships with internal and external stakeholders, at all levels

·          Skills in facilitation and coordination of regional and national level technical assistance activities, resource mobilization and demonstrated ability to work in an independent manner
