Job Description

Job Purpose:
The Operations Manager (Combined Cycle) will report to the Plant Manager and will provide leadership and direction to all Operations personnel under his/her direct supervision. The Operations Manager shall be responsible for the safe and efficient operation of the power plant, plan and budget for all Operating costs and directly participate in the planning, and execution of all Operations, commission/recommissioning activities, and performance monitoring and improvement implementation. He/She shall be responsible for all operating aspects of the facility, operational compliance to all local and state compliance programmes, and directly responsible for all reporting obligations directly or indirectly related to the operations of the facility.

Principal Responsibilities:

  • Ensure personnel and equipment safety
  • High availability and reliability above the budget targets at minimum cost by operating and supervising personnel, equipment and management systems responsible for the operation of all facility equipment
  • Support equipment operation by working closely with the Maintenance Manager regarding the implementation of preventive, predictive, scheduled and corrective maintenance planning and procedures
  • Ensure proper, efficient and safe operation of the facility equipment by implementing, and maintaining operating procedures
  • Physically present at the Plant during plant emergencies within reasonable time upon receiving the communication from the Shift Charge Engineer for providing direction and assistance in case of any safety and environmental incidents, security incidents, unit trips and other emergency conditions and situations
  • Incident controller representing the Operations department in case of any plant emergency to implement the Emergency procedures
  • Planning the scheduled outrages for better commercial availability
  • Evaluation of unit and major equipment performance levels and suggesting for corrective action in case of deviations
  • Co-ordinates Root cause analysis of the incidents and unit trips. Suggest corrective actions and implement the recommendations. Submits the reports
  • Preparation of operational report for PPA billing
  • Preparation of operational report for LTSA calculations
  • Maintaining the operations data bank in soft and hard copies for preparation of weekly, monthly and other reports
  • Trending of critical parameters of various equipment and making reports
  • Conduct period review of plant policies and procedures to ensure they reflect current plant goals, operating requirements and the industry's best in class
  • Suggests the plant operating regime for optimum commercial benefit within the obligations to TICO/TGIOC by filling the SCC dispatch levels and monitoring LTSA parameters
  • Ensures that the concerned operations staff are qualified, trained, and authorized for the operation of the plant equipment . Period review of the qualifications (PQR) and certification
  • Ensures that the concerned operations staff are qualified, trained, and authorised for the implementation of the Safety Work Permit system, HV Systems and High pressure systems. Periodic review of the qualifications and certification
  • Responsible for training and development of the operational aspects of personnel operation plant equipment and systems. Leads the internal training on plant systems with internal resources
  • Recommend hiring, promotion, discipline and other personnel actions for employee positions under his/her direct supervision
  • Implement plans and manage various programmes to improve the operation and maintenance of the plant
  • Provide planning and co-ordination of various operating configurations to minimize forced outrages
  • Develop and maintain preventive, corrective, and emergency operating procedures in accordance with equipment requirements
  • Prepare detailed scheduled and maintenance outrage plans for efficient use of available resources and planned outrage time
  • Provide reports detailing operating deficiencies to support plant operation activities and outrages plans
  • Analyse and perform troubleshooting on equipment and systems to optimise the operation of the plant and minimize down times
  • Utilise the computerised, maintenance management and work order system by providing clear and defined work scopes
  • Interface with VRA and GRIDCO to generate power according  to the SCC dispatch within the contractual obligation of the PPA
  • Interface with TAPCO for use of VRA availing common facility per the Interim Service Agreement (ISA) provision
  • Liaise with the Purchasing section to getting the required material in time keep the plant available
  • Nodal point for co-ordination of departmental activities like training, developmental meets
  • Provide input to enable planned operational improvements to be realised
  • Perform other duties as assigned by the jobholder's immediate supervisor
  • Understand and act on information from condition based monitoring such as transformer oil analysis and water chemistry analysis  

Required Skills or Experience

  • BSc Mechanical/Electrical Engineering
  • 10 years experience in thermal power generation preferably combined cycle power plant, with the last five years in Shift Charge Engineer position in a thermal power plant with a capacity of 100 MW or more
  • Good knowledge of Operational Planning and Procedures
  • People leadership, analytical, communication, rational decision-making and IT skills
  • Good understanding of thermo dynamics/power generation and be able to teach, coach and mentor the operations team in all theoretical aspects of CCGT operations
